Banks was a common Hobbit family name, found in the Shire and Bree. Known members of the family are Eglantine Banks, the mother of Peregrin Took, and Willie Banks, a hobbit from Bree, who was killed in the battles against the strangers who attacked Bree early in T.A. 3019.
The name is topographical in the sense "steep slope or hill-side".
