Gandalf’s attribution of the Palantiri was in the context of the Orthanc-stone. We do not know whether or not the seven stones were among the first or if they came later. We just know that Feanor invented them, not which ones came later. The Naltalma is similar. It was attributed to Feanor by others, but it is unknown if he actually did make it. Regardless, however, it was still attributed to him. undo
