It's possible that is was invented by the [[Noldor]] in the [[First Age]] to represent the sound ''chw'' as was perhaps pronounced by the [[Sindar]] during that time; [[Quenya]] possessed only the softer sound ''hw'' and perhaps the Noldor felt the need for a distinct letter for that sound.<ref>http://at.mansbjorkman.net/teng_beleriand.htm#note_hwestasindarinwa</ref>

It's possible also that it was invented much more later by [[Men]] to represent the sound ''hw'' or ''chw'' for [[Mannish|their languages]] (such as [[Westron]]); in the [[General Use Mode]] used by them, the normal letter Hwesta was already reserved for the sound ''ch''.

Hwesta Sindarinwa ("Grey-elven hw") is the name in Quenya of the thirty-fourth letter of the Tengwar alphabet. This letter is not used in written Quenya because "hw" is represented by Hwesta and no distinct sign for "chw" is needed. Because "hw" and "chw" are used frequently in Sindarin, and Hwesta is used for "chw",[1] this variant letter arose to represent "voiceless" W or HW.[2] The Westron name for this letter is Whí,[3] which suggests that it also represents "hw" in that language.
