It is not something like a law enforcement division (cf. The article says "The Rangers of Ithilien were a Gondorian special operations force, selected from the descendants of the people who had dwelt in Ithilien before it fell from Gondor's control."

But as the name "Rangers of the North" does not refer to soldiers but to a people, I suppose that "Rangers of Ithilien" also refers to the people that had lived in Ithilien, and the soldiers who fought in Ithilien during Denethor II's reign only were elected among this people. In the chapter "Of Herbs and Stewed Rabbit" (my italics) is said: "...Mablung and Damrod, soldiers of Gondor, and they were Rangers of Ithilien; for they were descended from folk who lived in Ithilien at one time, before it was overrun. From such men the Lord Denethor chose his forayers..."

Does this not sound like the people was called "Rangers of Ithilien" (as an analogy to the "Rangers of the North"), comprising women and children, and the soldiers were some of them? Not that "Rangers of Ithilien" = "Forayers" / "Special Force"? --Tik 10:41, 3 December 2018 (UTC)
