Sandheaver was a common family name among the Bree-hobbits.[1]

The etymology of the name is not explained, but obviously it contains sand and heave, referring to someone who lifts and carries sand. If so, it possibly refers to someone who burrows a Hobbit-hole, such as those on the slopes of the Bree-hill.
