&lt;div&gt;&#039;&#039;&#039;Mark T. Hooker&#039;&#039;&#039; is a visiting scholar at Indiana University&#039;s Russian and East European Institute (REEI). Retired, he conducts research for publication. &lt;br /&gt;
&lt;br /&gt;
