The Council of Elrond was a council called and led by Elrond, held on October 25, T.A. 3018 in Rivendell. The main purpose of the council was to discuss what should be done with the One Ring, which had resurfaced shortly before.

Attendants
The following people are known to have attended the Council:
* Elrond. As convener of the council and de facto ruler of Rivendell, Elrond headed the Council.
* Gandalf, one of the Wizards, was one of the Wise.
* Frodo Baggins, the Ring-bearer, came to Rivendell on the advice of Gandalf.
* Bilbo Baggins, a former Ring-bearer, and the "Ring-finder".
* Glorfindel, a Noldo who had aided Frodo earlier on his travel to Rivendell.
* Erestor, and several unnamed advisors of Elrond's household.
* Aragorn, a Ranger, who had been Frodo's travel companion, guide and aid since Bree.
* Boromir, son of the Steward of Gondor. His brother Faramir had a prophetic dream thrice, and he himself once. It spoke of "the Sword that was broken, "Imladris", "Isildur's Bane" and a "Halfling". In order to find the meaning of the dream, Boromir went to "Imladris" - Rivendell.
* Glóin and his son Gimli were sent by Dáin II Ironfoot to warn Bilbo. Earlier, a messenger from Mordor had appeared at the gate of Erebor, and asked for information of the One Ring. As king Brand of Dale was also encountered, Dáin decided to send messengers to Rivendell.
* Legolas, was sent by his father Thranduil with ill news. Aragorn had placed Gollum in the custody of the Elves of Mirkwood, but after a surprise attack of Orcs, Gollum had managed to escape.
* Galdor of the Havens, a messenger of Círdan who just happened to be present at the time. His role in the Council was no larger than asking a couple of obvious questions.

Events
At the Council, Gandalf, Elrond and Bilbo told the history of the Ring to all. At hearing the potential of "Isildur's Bane", Boromir opted to use the Ring to defend his native Gondor, and overthrow Sauron, its creator. Gandalf and Elrond were against it, andstated that the Ring was the essence of Sauron, and thus would corrupt and ultimately destroy whoever tried to use it. Eventually Gandalf felt it necessary to employ shock tactics by reciting the Ring-inscription in Black Speech, angering Elrond in the process.

Eventually it was decided that the only way to be free of Sauron and the Ring was to cast the Ring into the Crack of Doom in Mount Doom.

It then became necessary to decide who should take responsibility for such a perilous undertaking. Bilbo offered to finish the job he had started, but Gandalf told him he could not take back the Ring. Eventually Frodo surprised everyone including himself by telling them he would take the Ring. After some thought Elrond agreed. At this point Sam emerged from hiding and demanded to accompany Frodo, and since it was hardly possible to separate them Elrond agreed.

Who would further accompany the "Company of the Ring" was the subject of some debate for the following two months, allthough it was clear that Gandalf, Aragorn, Boromir, Gimli and Legolas would join them. Elrond opted for two more; "Nine walkers" would counter the "Nine Riders". He originally intended to send two of his household, such as Glorfindel, but Gandalf opted to send Merry and Pippin instead, as he deemed friendship and loyalty more important than strength.

This is in contrast to the original text, where fate seems to bring them together.

:The composition of the Company of the Ring was decided at the council. Sam was not the only one eavesdropping; Merry and Pippin did exactly the same.

:In addition to the original members (minus Bilbo), several others are shown. According to the Decipher cards, these are tradesmen from Dale and Lake-town. Figwit is also present.
:Only Elrond, Legolas, Gimli, Boromir, Aragorn, Gandalf and Frodo are mentioned, though the other three Hobbits are also present. The first seven are quickly chosen, but as Elrond tells him of two great warriors, Merry and Pippin barge in.
The Squint-eyed Southerner was an outlaw driven from Dunland whose name was not known, he served as an agent of Saruman, one of Saruman's most trusted in fact (U.T.). It was rumored there was Orc-blood within him (U.T.), this may have been due to the cross-breeding experiments which Saruman was conducting.

Description
History
The Southerner at one point was stationed on the borders of the Shire to negotiate the purchase of "leaf" and other supplies which Saruman was storing in preparation for the war. Saruman had ordered the man to infiltrate the Shire and learn of any hobbits who had departed recently in hopes of finding out who possessed the One Ring. The Southerner was "well supplied with maps, lists of names, and notes concerning the Shire." (U.T.)

In September of 3018, the Dunlending was traveling back to the Shire when the Black Riders came upon him at the Tharbad crossing. When questioned, the Southerner told the Witch-king everything, betraying Saruman, which made the Witch-king realize Saruman was not a true ally. The Witch-king was made aware of the name Baggins and Hobbiton was singled out for immediate visit and inquiry.

The Witch-king put the Shadow of Fear on the Dunlending and sent him to Bree to listen for information of Baggins. The Southerner met up with Bill Ferny and at the Prancing Pony on September 29th, the two of them saw Frodo Baggins vanish into thin air. After reporting the information to the Nazgûl, the Ringwraiths came to attack that night.

Aragorn kept the hobbits safe through the night and the next morning the Squint-eyed Southerner was spotted inside Bill Ferny's house when the company set out to Weathertop.

Nothing else is recorded of the Squint-eyed Southerner, however in 3019, many of Saruman's agents occupied the Shire and oppressed the Hobbits. It is possible the Southerner was among them as many of the Men resembled him. The Men were driven out of the Shire in the Battle of Bywater on November 3rd.
