Penni was a term used by some Avari to describe themselves. It is unknown if the name "Penni" was applied o a particular group of Avari specifically or to all Avari as a whole. The name was especially known among the Wood-elves of the Vales of Anduin.

It is suggested that the group of Avari calling themselves "Penni" belonged initially to the Nelyar, and the shift of PQ kw to p had already occurred among the Lindar at the Sundering of the Elves.[1]

Etymology

penni is an Avarin word meaning "the People". It derives from Primitive Quendian kwendī.[1]
