King of Kings was a title claimed by two of Arda's major tyrants: Sauron, the great subversive Maia, and Ar-Pharazôn, a power-hungry Númenórean.
History
As his empire arose anew during the Black Years, the Dark Lord proclaimed himself "King of Kings",[1] having suborned almost all of the petty leaders in the East and South,[2][3] as well as having enslaved Nine Kings of Men through the Rings of Power.[4] This troubled Ar-Pharazôn, who understood Sauron's ambition of ruling Arda.
Amassing his own sizable forces in rivalry of the Dark Lord, the King of Númenor sailed to Middle-earth and confronted him, seemingly prevailing and taking the title of "King of Kings" for himself.
